Motherboard Led is on but CPU & PSu fan not spinning

after giving power supply to Motherboard, led is on but cpu & psu fan is not spinning. I thogh psu may be faulty. I replaced it with a new one. but the problem persist. hardware details: CPU- Intel pentium4 Motherboard: inte915GAV 775 socket, PSU: Zebronic 450 Watt, RAM - 3 GB(1 GB Each* 3 pcs)
