Question Motherboard lights flash but won't turn on

I just moved all of my components in one case into another, no new components were added at all. In moving the parts I disconnected my GPU, Power cables, SATA cables and front panel connections from the motherboard. The cooler stayed on the motherboard and the CPU was not touched at all. I've reconnected everything but when I push the power button there will be flash of lights across the motherboard and GPU but the PC won't turn on. Pushing the power button again will get no response, I have to turn the PSU off, unplug it, then replug it and turn it back on to get the lights to flash again after pushing the power button.

The specs are:
Define R6 USB-C Fractal Case
Asrock Zsomething or other MB
Geforce GTX 1070
Thermaltake Smart 650M

The light on the motherboard above the front panel connections is green when the PSU is on as well.

The PSU fan will also start to turn but only about a quarter of a revolution before it stops.

I've also done the paper clip test and my PSU works fine.
