Motherboard lights not turning on

Recently, the motherboard and psu that i bought arrived. None of the other components have arrived yet. I wanted to test the motherboard, so I plugged both the 24 pin and 8 pin into motherboard, and shorted the power pins to turn it on, but motherboard lights do not light up. The psu fan starts and then stops again and again. Does anyone know what I am doing wrong?

Sounds like there is no cpu installed.

So you need the cpu for the motherbord lights to turn on? What about the psu fan starting and stopping?
