My power supply passed the old paper clip test. When I plug in the ATX cable and power on the PSU, my MB LEDs turn on. When bridging the power switch pins with a screwdriver, I get nothing. Earlier in the day it worked. I’ve tried 3 power supply’s and 3 motherboards. All with the same problem.

A paper clip test for the PSU is not indicative of how much power the PSU can actually deliver to the entire system. In fact you were suggested via XYZ guide to have a load on the PSU's end/connector which could be a bad HDD or a case fan. That doesn't say how much power the PSU's outputting at that moment, only that it can deliver a small amount of power.

That being said, you should include your full system's specs as this is a troubleshooting thread.

List your specs like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:

including the age of the PSU(apart from it's make and model).
