Motherboard making high continuous sine sound when PSU is connected

I just built a new computer with the following components:

  • Asus Z170 Deluxe motherboard
    Intel i7 6700k CPU
    Kingston HyperX Fury Black DDR4 PC17000/2133MHz CL14 2x16GB RAM
    Corsair RM750i 750W
For some reason when I connect the motherboard to the PSU (with the ATX 34pin cable and the EATX 8-pin cable) and power on the PSU, I get a high frequency / high pitched sound coming from the motherboard. The system will also not boot either with the case power on button or the power button on the motherboard.

The sound coming from the motherboard is NOT an error message type sound. I know this because I know what error message sounds should sound like.
It is more of a "tinnitus" type sine wave sound. If you use this site: http://onlinetonegenerator.com/ and put in "10 000 Hz" you get the idea of what it sounds like. Very bright, thin, faint, high pitched continuous sound.

I have tried changing out the PSU with an Antech neopower 650 (that I know works) but the sound still comes from the motherboard, so at least I can rule out a defect PSU as the cause. Unfortunately there is no way for me to test the CPU or RAM for problems because I am not able to boot the system or get into BIOS.

What could be causing this sound and how can I get the system to actually boot? I have triple checked all connections, disassembled and reassembled the system twice. This is the fourth time I am building a computer and I have not heard of this problem before. Please help me out guys.

I found out that the cause of this was due to bent pins on the motherboard CPU socket. Now, I have not tested this and I am going to try and see if I can bend the pins back in place. Hopefully this will fix the problem.
