Question Motherboard making whistle sound

I've had my computer built by memory express for two months now. I've been loving it, but have had an issue since day one. There is a very distracting whistling sound coming from the CPU/Motherboard area that I notice every time I take my headphones off. It's very difficult to use my speakers when there is an intrusive noise coming from the computer. A couple weeks after buying the computer, I asked memory express for help about the noise and they suggested to bring it in. They said it was a problem with the video card (coil whine) and replaced the ROG one with an MSI duke. The noise persisted, with no audible change. I ignored it for a month and a half, but I recently orientated the computer towards myself in a way that I will happen to hear the sound more than before. I've decided to come to a forum for some help, and would appreciate anyone's feedback. Below are my specs and a video trying to capture the noise.

Specs:
NZXT Aer RGB 2 120mm fans (quantity 3)
i9 9900K (not overclocked)
6TB hdd
1TB ssd
MSI Duke 2080 Ti
32 GB of DDR4 Corsair Vengeance
800w power supply (I believe)

Possible source of problem:
ROG Maximus XI Code
NZXT Kraken liquid cooler
