Motherboard minimum parts to turn it on

When I get a mobo or i am just making a new build I always test it without all the components in the mobo right now it has nothing but the cpu the mobo is a b350 prime plus and all the case connectors are plugged in right and the psu works as I jump started it could it be the case or do I need more compenants in there pls help

You need at least one stick of RAM and you will also need a discrete graphics card b/c no integrated graphics on Ryzen

The system should start with the following:
- Power supply
- CPU
- GPU
- 1 stick of RAM
 
Having a light and/or fans come on really doesn't tell you much, so, I'd go with the standard array:

CPU (with sink on, fan wired to correct CPU FAN header, CPU PWR from PSU connected to MB)
PSU
one stick of RAM in required slot
PWR SW wired to mainboard header correctly
GPU (with supplemental GPU 6/8 pin wired if required)
kybd/mouse (if you wish to enter BIOS, but, not required simply to power on)

Until you get a BIOS display, you can make no conclusions anyway....
