Motherboard needs several power ONs/OFFs to POST

Hi everyone

Just rebuilding an oldie one for my father and currently having a problem. This problem actually appeared some months ago while I was still using this PC btw.

Motherboard won't sound a *beep* on first try. I need to power it on and off several times, about 5 times, and then it will work normally. Every other component works normally.
The PSU is new and I checked with other one and it's the same. Tried different RAM and GPU too.
The CPU remained the same so it's either the CPU or motherboard 😉

Specs:

Motherboard: MCP6P-M2 Ver. 6.x - BIOSTAR
CPU: AMD Athlon 64 X2 6000+ 95W version
RAM: 4 GB DDR2
PSU: 400 W LC Power 80+ Bronze
GPU: Palit GT 430

My main suspect is the CMOS battery. I had reset it several months ago and about a month or less after the reset this problem started occuring. Don't take this as the reason but it could be.

Anyway, what shall I do with this one?

Power supply is not all that great. It was compared to a Corsair CX400, where as the CX series is listed as low quality in the Tom's Hardware PSU Tier List. It should be replaced, but is likely not the cause of this problem.

I suspect the motherboard. This is because that the POST failing entirely to happen (rather than giving an error) is a sign of a dying board. Please replace your motherboard.

Thanks for replying. Yes, I know it's not a top tier psu but it should do the job of keeping this PC turned on.
Are you sure there is no other way? I've read on the internet about replacing the CMOS battery.
