Motherboard no display and booting again and again

Hi guys
I just bought the asrock q1900m pro3 motherboard which has a patent soldered intek celeron j1900 processor.
Note : the max ram that it can handle is 1333mhz ddr3.
When i brought it at home i used an (not so old) psu 600 watt x-tech
And an used 2x4 gb ddr3 ram i dont know what its speed is so..... :(
When i pluged everything in i noticed that it doesnt have a cpu power connector only a 24 pin psu connector the motherboard with the cpu itslef is a fanless design which means it doesnt have a fan on the cpu.
So for satus of the system i have to look at the psu fan.
But no display and also the fan of the psu keeps rebooting so i dont know.
I want to do everything possible becouse it costed me more then 900 SRD

Check the brand/code on your ram and find out how many Mhz is if not listed.About the psu i really don't know what to say maybe u need to change it.Check watt about all your hardware etc.

If its not supported maybe yes or can't boot at all.Is everything else working fine?Have u tested the rest of your hardware in different enviroment/pc?

Ok,it would be good if u tested the psu maybe on some other old/light hardware to see if it works fine.Check it out.
