Solution
HDD is dead/ IDE controller is dead/ incorrect jumper and cable settings

IDE is very bitchy -for lack of a better term - when connecting drives. Even cables must be in the correct order. There is no simple solution as some boards might simply refuse to work even when using boot HDD on primary master. Try using only the drive (no cdrom) on primary master and see if it still hangs. Its a trial and error so make sure you have a couple of jumper nearby.
