Motherboard not giving off/ getting any power

I got my new motherboard the gigabyte z97x gaming 5 and an i7 4790k and after assembling it the mobo isn't getting any power. I have a h440 case so it has the fan plug in/ splitter on the back that plugs directly into the psu, I have a new EVGA 850g2 and those fans that are directly plugged in are working fine, fans plugged into the mobo are not. But when I get to the mother board nothing is going right. I have a corsair h60 for my cpu and a gtx970. I can see that the 970 is also getting power directly from the psu but the board isn't. I have the 24 pin plugged in plus the extra 4 at the top left. I have 1 stick of ram in the first slot farthest away from the cpu which the manual says to do. I even tried the stock could cooler to see if the h60 wasn't being detected or what ever but that didn't work either

I have no idea what I am doing wrong but any input is helpful. Btw yes I have seen the 20 what ever checklist and done all of them. If you have any further question please ask

I used the 4+4 pin cpu cable labeled as CPU
