[SOLVED] Motherboard not powering on

I have just bought all new parts from fixing my old fried motherboard. I have the board and ram installed but my cpu is coming in a couple days.
I attempted to power on the pc to see if the fans would spin on my aio and case fans but they didn’t even budge.
The little GPU light on the pcb of it showed there wasn’t any pci power to it (there wasn’t) and it was glowing red which makes me believe the motherboard is getting power.
I would just like to know if it is normal for the whole motherboard to power on without the cpu.

Yes that is normal. Everything will get power etc, just without the CPU it won't be able to do anything.

So it is normal for the PSU fan, system fans and what not to not turn on?

Yup! If the motherboard has any LEDs, then these will also be showing CPU related errors as well. Everything is fine.
