Question Motherboard not receiving power.

Hi I'm a first time builder and am having some diffulculty getting the PC to power on. My specs are gigabyte b450m ds3h, and ryzen 2600x, evga 600w 80plus white, and evga GTX 1060 ssc
The problem that I'm having is that the CPU cooler, gpu fans, case fans etc don't power on. But the USB ports both on the rear and front io get power. Is my motherboard faulty? Thanks

Are you sure you connected all the required power supply cables at the power supply and also at their correct places on the motherboard?
Did you connect the graphics card to the power supply as well?

At this point it's hard to tell if it's the motherboard or the power supply.
