Question Motherboard not showing signs of anything

My first time building anything I ordered a radeon 6870 hd graphics card and I'm using a z220 workstation CMT. The card takes two 6pin plugins and my psu only has one so I bought a 4pin to 6pin converter. I plugged everything in and then turned it on the fan turned on and no display so I went to turn it off and it shut itself off. I then realized one of the cables into the 4pin was loose and I've already reset the cmos and tried a different psu and the green light on the motherboard doesn't even come on.

if you take the gpu out, does the green light turn on?
