Motherboard not turning on randomly

So yesterday I wanted to regularly turn on my PC. But noticed when I press the button it just doesn't react in any way, no fans spinning, nothing. I took out the motherboard and PSU, I tested out if PSU is working- it's fine. Motherboard tho seems not to react in any way, I tried turning it on by touching both pins that power up the PC with a screwdriver but still nothing, I tried taking out RAM(3 sticks) and trying to turn it on with each separate stick- nothing. Whats weird is that all the LEDs on thr motherboard itself seem to light up properly. Anyone experienced this and is it safe to say that MOBO is dead?

That could be a dead cmos battery, which in turn could mean a fried mobo. Start troubleshooting ! Try another psu. If problem persists it's the mobo to blame
if it not the power supply can be a weak cmos battery. when you powered on the pc was the power good led on or was it blinking. if it was blinking it telling you your power supply voltage is bad. on my rig had a cheap power supply die. a lot of the mb led lights would come on but no post with the mb. swapped out the power supply with a new unit and my mb posted fine. if the power supply under warranty rma it first. if not look at the seasonic foucus units.
