Motherboard not using CPU 100%

Hello, I just upgraded my CPU in my pc from pentium dual core 2.8ghz to core 2 quad 2.4ghz and put the dual core pentium one to my old pc with celeron dual core 1.6ghz. My old pc just won't use 2.8 frequency, but (i suppose) only 1.6ghz, because it's showing in bios, and all programs and games are slower than on my newer pc(when pentium dual core was there). Both motherboards from GIGABYTE and both have pentium dual core E6300(that's mine) in support list. Is there anything I can do to increase the power of it without upgrading the bios?

The CPU Host Frequency should be set in accordance with your CPU. There are a lot of Core 2 Duo models. Probably more than a few which operate at 2.8Ghz. The CPU Host frequency depends on the FSB of your CPU. This can also be used for overclocking. Be careful not to set it too high.
-For an 533 MHz FSB CPU, set this item to 133 MHz.
-For an 800 MHz FSB CPU, set this item to 200 MHz.
-For a 1066 MHz FSB CPU, set this item to 266 MHz.
-For a 1333 MHz FSB CPU, set this item to 333 MHz

What you are also interested in is the CPU Cock Ratio. Unless yours is a Core 2 Extreme (unlocked). You can only increase the multiplier to the maximum factory clock allowed. Make sure this is correct before you attempt any overclocking. I can't tell you what multiplier as I don't know your FSB.

Just make sure both are correct. If your Core 2 Duo is a 1333mhz FSB model. It looks like you will also need to enable O.C FSB1333 Core 2 CPU .

On the older one in the post screen I can see: "intel pentium dual core 1.6ghz(266x6)" and my cpu fsb speed is 1066mhz, so it's correct, but how do i set multiplier from 6 to 10 or 11(idk what exactly because 2800/266=10.5263157...) I can only set host frequency in that bios.
