Question Motherboard not working.

I have a notebook's mobo and the ram slots only receive 1.7v instead of 3.3v that says on the electrical diagram. Can give me a hand?

3.3V will go the VRM and then get converted to a lower voltage for the ram. The ram itself would be fried if it got straight 3.3v.

I see, sorry. Then I have to look somewhere else. The problem happens when I try to turn it on, then just have black screen and shut it down itself after 20 seconds. No matter if I put RAM (I have tried with 3 differents) or not.
I think it isn't passing the POST exam, should I flash the bios? I was using it and then it shut down like when the power supply was disconnected, despite It have full battery.
