Question Motherboard OC settings

So I have a 7820x that is delided and can hit 4.6 @ 1.1v. Its on a MSI x299 gaming m7 ACK. I was wondering if there was a way to enable a C state and per core OC to the clock speed so it isn't always at 1.1V and 4.6ghz. In other words set the turbo speeds to the 4.6ghz and have the voltage at 1.1v when needed. Thank you in advance.

There should be an option to set the turbo clocks and not the base clock
And for voltage use adaptive voltage instead of fixd voltage
That way the cpu clocks itself down when not under load
