Motherboard only see's ssd's, will not hard drive.

Just did a new build with an Asus z270M-Plus with the i7-7700k, Strix 1080Ti, 32GB Ram. The case is the Omex-X I bought as bare bones.
It has 4 hot swap bays. I installed a Sandisk 256GB for OS. No problem.
Installed a new WD EcoGreen 4TB for Extra Storage. Bios does not see it, Speccy does not see it, and of course Windows Disk Management does not see it. Tried 2 different Hard Drives. Nothing
I removed it, installed another solid state drive and it see's it fine, no problem.
So my issue, why won't my motherboard see the hard drives but see's solid state drives?
 
There are 4 hot swap bays for hard drives. I installed an ssd in #1. Then installed a HD in #2, nothing, #3, nothing, #4, nothing. I then tried a different hd, just to verify. Nothing in any of the 3 ports. I then removed the ssd from #1, a known for fact working bay, installed the hd into #1 and the hd does not show in bios there either.
I then installed the ssd back into #1, installed an ssd into #2,3 and 4, and it saw it in all of them. So the issue, the system will not see hard drives but see's solid state drives.
 
Yes. I restarted each and every time, even more than once. I just verified they work in this computer, so I know it's not a hard drive issue.
I tried both hotplug enable and disabled in bios. Still the HD not seen.
 
Yeah, I just might have to dismantle part of it to try that. Can't reach the cables once the graphics card is installed. Also have to dismantle the case partially to allow me access to the power supply cables that are connected to the hard drive bays.
Although that will tell me if they work technically on the motherboard, it won't solve my complete issue. The bays are seeing solid state drives and not hard drives. For the life of me, I cannot figure that out.
 
They each have a molex connection for extra power. PSU was checked for adequate power. I tried another hard drive and still nothing. Must be a bad connection within the controller itself.
 


 
The motherboard doesn't see specific hard drive..in port 2, won't see the 4tb hard drives but does see the ssd in same slot. That tells me is not an issue with sata cables, is an issue with these specific 4tb hard drives.
