[SOLVED] motherboard only supplying 50w to Rx 460?

CPU: I3 3240
Motherboard: asus h61m-k
Ram: crucial 1600mhz 4gb
GPU: XFX RX 460 4gb dual fan
PSU: Bysou ATX 500w
OS: Windows 10 x64

So, i recently upgraded to rx 460. it is a wolf edition xfx so i doesn't require additional power But i know that it need 75W from motherboard.
when monitoring the game with MSI afterburner i noticed it only using 50w. i raised the power limit percentage up to 15 max and it started using more power up to 58 w max. I am unsure if this is safe. and why is my gpu only using max 50 watts.
in GpuZ it says board power limit 50w. power limit adjustment range -50% to +50%. it doesnt state Core Voltage though.
and one more thing it also changes from PCIe x8 2.0 to 1.1. But shouldn't it be in PCIe 3.0?

that's the weird thing. my rx460 supports pcie 3.0. but in render test gpu is only in 2.0 x8. my h61m-k motherboard also states that it has pcie 3.0 express
It is weird, I had Rx 460 until just couple of months ago, it was idling at 2.0 but running at 3.0. Maybe you should check your BIOS version as well as chipset drivers.
Standard Wattage for PCIe is up to 75w. Some boards may not have that much but with PCIe v3.0 it would be rare occurrence.
PCIe version may change to lower number if GPU is not 3.0 or works with little load. When you click on ? mark in GPU-Z, does it jump to v3.0 once render test starts ?
