Question Motherboard or CPU dead?

Hello,
I have a friend's PC. The motherboard is ASUS (not sure what model yet, 4 years old) and the CPU is I7 7700K, The computer started on, but nothing comes on the monitor. I tried different monitor as well, nope. I noticed that the keyboard is "locked" like you can't press NUM key to see light (no lights). The PSU is 850w and the video card is Getforce GTX 1060.

Is it possible that the motherboard is dead as well as CPU or just motherboard?

PCs don't boot with dead CPUs.

So, CPU itself is fine since fans and CPU fan are on?

As for motherboard, no digits "codes" show up on motherboard, but lights yes.

Update; It was a bad RAM stick.
