Motherboard or Memory issue (unsure)

Hello ! How are you ?
Alright, my computer is around a year old, now, haven't changed any internal components :

GA-970A-DS3P
AMD Radeon R9 380 4GB GDDR5
AMD FX-8350 (8 Core)
2 x 8GB Corsair Vengence DDR3 RAM 1600 MHz (1.5V)
Windows 10 64b
650 Watt Cooler Master PSU

My problem is as such :
My memory, no matter what slots I configure them in (I tried ALL of them) is most of the time at 8GB @ 800MHz (should be double for both), and CPU-Z has shown only single channel for all configurations.
 
For simplicity's sake, slots 1, 2, 3, 4 are from left to right, same as in my bios.

When both RAM in slots 1 & 2, nice versa, I get 16GB.
In all other cases, I get either 8GB usable and 8GB hardware reserved or nothing at all.

When RAM is placed in slot 4, nothing works at all except with RAM2 there and RAM1 in slot 2. I get 8GB in that case.

When RAM is placed in slots 1 & 4 nice versa, nothing works.

Each RAM behaves identically when placed alone, fine slots 1 & 2, and not 3 & 4. This is normal, though.

What am I missing ?

Slot 4 works with RAM2 in it and RAM1 in slot 2 (albeit with the same 8GB 800MHz problem), along with slot 3 in most cases.
Reread my second post, I modified it a bit. Also, remember, in ALL situations, my RAM frequency is half what it should be.
Though I am fairly convinced it's the motherboard, too.
I'll check my CPU pins, be back in a bit.
None of the CPU pins are bent to any degree I can check.
 
Did your sticks come as pair? If yes, they should be working fine when put both in BLACK slots or both in GREY slots (should not matter which color you choose). Putting them in slots of differing colors confuses mobo.
Once you get all 16 GB working, next step is to get them to full speed. You may try changing speed manually in bios (don't forget to change voltage too if necessary). If that makes comp to crash, I would say RAM is not up to the specification.
 


That's precisely what's wrong, no matter what DIMM I use, they don't work normally. I only get 16GB when either RAM is both in slot 1 & 2, whereas, obviously, slot 1 & 3 are a dual channel pair, as are 2 & 4. Those don't give me 16GB.
I emplore that you please reread what I wrote above, I said I've tried all configurations.
As for the speed, it is and has been set to the correct speed (1600MHz) for every configuration that posts. I do not know how to change it, I've tried CTRL + F1.
