I5 9600k, rx 580, msi z390 gaming plus vs i5 8400, rx 580, msi z370 gaming pro carbon ac? Who wins? Mb or processor?

Processor, of course, if board providing all needed features.

The 9600K is stronger, particularly since you can overclock with either motherboard.
If there is some feature of the pro carbon that interests you, then that is a different issue.
