Motherboard port power issues

I have been having some power issues in my custom PC build. Ranging from Usb ports failing to power devices either at all or properly, to internal HDDs failing to recongnize in the OS but does in the bios. Most of the time the remedies to these problem I have are switching ports combined with powering off and unpluging for 10 - 30 seconds.

Asus maximus iv extreme z 1155
I7 2600k 3.4 - 3.8 turbo Not OCed atm Stock C
16 gb Ripjaws 1600 ram 4 x 4
EVGA GTX 660
Two 10000 rpm vilociraptors on raid
Two 7200 rpm storage HDDs
700w ocz modular PSU

I also feel like it's worth mentioning that I use a Corsair K70 and Rat 7 which I often get power problems with at start up.

On average I use atleast 1 - 3 other USB devices and I do have five 120mm red LED fans but I recently unplugged 2 thinking it might free up some resources but no improvements. I am unsure if I really need a larger PSU, I thought that 700 would be able to cut it but if that isn't the problem I fear much more that it is simply ports failing on my high end board. Help or suggestions would be fantastic.

Which 700 OCZ PSU, they often advertise at Peak and have far less on the 12 volt rail. Do you have the latest BIOS and latest mobo drivers (from the web site, not from the CD that came with the mobo - those were probably already out of date

So I am not sure if this is how you are supposed to post a proper reply to this but I did imediately look and see that I had never updated my bios since I had bought my mobo. (It acutally hasn't had power issues since I made the post btw) but just today I got around to updating my bios to the latest, and a few boots later that day... Again one boot turns up my K70 and Rat 7 LED lit yet no response on my PC at the Password LockScreen of the OS.
