Motherboard power issue

Hey everyone,

I'm having some huge problems with my PC at the moment, I'm trying to repair it and I'm not entirely sure what the problem is. I'm not too sure where to start with describing my problem, but I'll start with the fact that when I press the power button on the case, I get no response, so instead I take a screwdriver and touch the two power pins together. When I do this the power supply fan spins for about 1/2 a second, and then back off. After it turns back off, I'm unable to re-touch the pins and make it happen again, I have to manually switch off the power supply and turn it back on. I have no components connected to the motherboard, minus the cpu, ram, a cpu fan, and the 24 pin / 4 pin power connectors.

I've tried re-seating the ram, resetting the CMOS, taking the CMOS battery out, nothing lets my motherboard maintain a power, it leads to me to think something is shorting it or not allowing the motherboard to power on, but I'm not too sure.

Any and all help is appreciated, I'm about to the point of just buying new parts, although I'd prefer to avoid that.

Edit: I have read the "my computer won't POST, boot, etc" thread, multiple times and nothing seems to be able to help me.

Currently, I have the motherboard laying on the ground (a piece of cardboard), with everything stripped from it minus the two power connectors, two sticks of RAM, and the processor + processor fan. I've checked it over for busted / leaking capacitors and can't seem to find anything.

I would try a different PSU, but the only other one I have only has the 24 pin connector and an 8 pin cpu connector, and I don't know if that would work for me, since mine takes a 4 pin.
 


I would have to look and see, although it's in my brothers computer but I don't think he would mind if I took a look. That'll have to happen tomorrow though, I believe he's sleeping at the moment, is there anything else I could do to try and eliminate the possibility of it being the Motherboard, or is that about all I could do?
 
Small update; I went to the store and bought a new PSU, good news, everything spins on and gets power. Bad news, I have no signal to the monitor, I've tried both my graphics cards, the onboard, and I'm still getting nothing. I'm hoping the motherboard isn't done 🙁
