[SOLVED] Motherboard powers off before remaining on and gives hardware failure signal

Hello, I'm currently building my first PC, however, it seems I've run into a roadblock i cant figure out. I'll divide this post into three sections to make it as easy for you to understand whats has happened, the components I've used, and the diagnostics I've already done.

components
ASUS z390-H motherboard
Intel 9th generation i7 9700k
Corsair - Vengeance LPX 16 GB (1 x 16 GB) DDR4-3000 Memory
the next component I removed for diagnostics
EVGA Geforce 1070 TI 8GB

Diagnostics and construction
I wore an anti-static bracelet, wore all cotton, over a cotton surface spread on a hardwood table and a tile floor.

The motherboard turns off a few seconds after being turned on than turns back on permanently. After that my case speaker gives one long beeb followed by four short beeps indicating hardware failure. (RAM has its own diagnostic noise) Then it gives the normal beep as if it posted and nothing shows up on the screen.

Heres what ive done
- Checked every CPU pin with a magnifying glass - Its fine
- Reput in the ram - its definitely in
- Cried
- Made sure that the power supply was properly placed into the components of interest.
 
Solution
Standoffs are for the case. Sorry, I thought you had it in a case.
Check your PSU connections.
Clear the bios.
It is normal for the Motherboard to power off briefly and then come back on.
Did you connect the 8-pin connector marked PCIe from the PSU to the video card?
Did you connect the CORRECT 8-pin connector to the motherboard?
