Question motherboard psu compability

is there a possibility that a psu will have loud fan in some motherboards while they will work without problems in others?
I heard that some oem motherboards might have issues but when trying on another motherboard they work without problem.
Is there also a possibility that a motherboard can damage a new psu so the fan goes full speed?
I never heard about this before and don't really belive it myself but some say it can happen. true or not?

The fan is dependent on load/temps.

If one system has a higher power consumption than another system, the fan may spin faster on the higher power consumption system.
