Question Motherboard Red+Orange>White>Green LEDs on Boot, and No Display ?

Hello, I am having a problem with my pc during the boot sequence as well as performance concerns. Whenever I turn on the pc and mobo lights go red+orange>white>green (this is a new pc and for the past few months i've had it the green light never came on until today) display is now sometimes not turning on after sequence, when pc is on its entirely fine except for I think its running below what it should be and i'm not sure how to check. I've changed my ram speed to its max and enabled XMP but not sure if that made it worse or better.

Motherboard: MSI B650 Gaming + WiFi
CPU: Ryzen 5 7600X
GPU: MSI GeForce RTX 4060 Ti VENTUS 16G
RAM: 32GB Teamgroup T-Create 5600Mhz
PSU: Corsair RM850x

Using 1440p

I know sometimes AMD CPUs require undervolting and other such things but any advice for my particular setup would be very helpful.
