Motherboard Shorting from Screw

hello, been having an on again, off again problem with my system powering down a second after power up.. problem first arose 1 year ago and was able to solve it by loosening and tightening a few of the screws holding the motherboard in place.. worked fine for a year now the problem has returned, and again it seems to resolve after i randomly go through and loosen/tighten some of the screws holding down the motherboard. have added paper washers to help reduce the contact of the screw on the motherboard but doesn't seem to have helped much.

i have already replaced the power supply 1 year ago when it first arose without much luck.

i know this discussion has been made before but i could not find anything in the responses that could help solve my dilemma. any advice would be welcome, getting kinda annoying.

I can go by only what you say symptoms are, you would have better feeling hands on and symptoms are for cracked MB, seen that few times.
Modern MBs are made so standoffs and screws are supposed to be in contact with ground and MB, no insulation is necessary so that can't be a problem either.
Weight of the cooler is usually not a problem either, that's why they include backplate but mounting it too tight may be.

would that account for adjusting screws being a temporary fix?
the tech support from the store i purchased told me a year ago it maybe the shielding around the screw holes has come off.
the cpu cooler i used was quite a good quality, was a simple bracket and easy to install with no force required.. my case also has a plastic holder to prop up the cpu cooler to reduce pressure on the mounts.

if there was a crack in the motherboard would that not cause the problem to be more frequent? after the first problem a year ago it was working fine until a few days ago.
