Question Motherboard shows white light for VGA, and ther's no display even though it was fully working before shipping ?

hi my friend had set up Windows and the PC was fully working before shipping the it to me. After arriving, the motherboard is showing a white light for "VGA". the graphics card lights up and it's fan is spinning the whole time. I've tried reseating the graphics card and replacing ram but nothing works. The PC runs okay when i plug the monitor into the integrated GPU. any fixes for this?

motherboard : asus z690 tuf gaming
gpu: evga rtx 3080 ti
cpu: i9 12900k

all the parts are brand new

You will have to try your gpu in someone else's pc to see if it is your gpu.

There's a little bit of missing info. Full PC specs, ram make model, PSU make/model.

All system drivers, and bios up to date?

Reseat the graphics card, it may have taken a bang during shipping and dislodged.
