Motherboard Startup Issue

Ok I've had a ASUS P8Z77-V LX motherboard for over a year and it's always had an issue, where once it is powered off it requires at least an hour before it can properly POST. otherwise the case fan would turn on and nothing else would happen.

Is the board faulty or is this fixable?

I last updated it back in December and it didn't help, however I'm now seeing that there are 2 new updates since.

See if the latest bios fixes the problem.Otherwise turn to the psu to see if the problem lies there.You can check the voltages in the bios or with the next program,
hwinfo32
open it,mark sensors=V and click run.
The + voltages shouldn't deviate more than 5%,for instance the +12voltrail=11.4<->12.6V.

It's an AZZA 700W that is no longer listed on their site

Can't find a lot about that one other than there are a "alpha" and a "titan".
Can you try with another psu? Maybe from a friend or ...
How about the bios update.
