Question Motherboard status lights ?

My old pc stopped working and I also wanted an upgrade so I bought a new mobo, psu, and cpu cooler. The problem with my previous pc was the display was black but the fans and lights were on. I have put the old cpu and gpu into the new mobo and am getting the vga light. I tried everything to fix it but the displays still don't turn on. Is this gpu dead?

Given that everything else seems fine and the mobo and psu are brand new is it safe to assume that it is in fact the gpu that needs replacing?
