Motherboard supports vista, xp, and 7, does that mean I can't use 8?

GPU: GTX 970
RAM: 8GB
HDD: WD10EZRX 1TB
Optical Drive: ASUS DVD Writer Black
This PC is what I'm building, it hasn't been built yet, I wanna make sure I can use Windows 8 OEM

 
Yes your Ivy Bridge based system will work in Win8/8.1. I've successfully installed Win8.1 on Arrandale based laptops (2 generations older than IVB). I've had mixed results on older systems (Core2 Duo based) but that is beside the point.

The most likely reason your motherboard does not list Win8/8.1 compatibility is that the board came out before the OS was released or the motherboard manufacturer had not yet had a chance to "certify" the board for the new OS and couldn't be bothered to.

On another note:
I really hope your power supply doesn't (literally or figuratively) set your shiny new computer on fire. As your build doesn't require anywhere near 500W to run, it'd have been better to get an inexpensive but lower wattage PSU to fit your budget rather than a cheap high wattage PSU that could literally kill your whole system.
