Motherboard swap no power to pc

right to start off I have a hp pavilion 590 uk after buying a gtx 750 ti nvidia graphics card that wasn't compatible with the pegatron gl8 motherboard I opted to swap my for a asrock h61m which after installing new processor and putting the cpu Cooler back on I have I think rebuild the rest of it I've plugged the cpu cooler into the right socket both hdd and cd are successfully installed ram ok case fan connected psu connected via 24 pin connector and 4 pin as well and everything else I can think off but when I try to switch on nothing happens no fans spinning no noise completely dead and I'm really confused im really sorry if this is long to read im just trying to be a detailed as I can be the only thing I can think of is either the on switch isn't connected to mb or the mb Is dead cuz I know the psu works as tested it on pc with old mb also this is first time rebuilding so not every experienced but I got a computer guy to do cpu swap for me as I wasn't risking damaging that
 
God knows how but after spending ages on YouTube reading the manual five million times pc started up and works fine now why it wasn't working earlier is a complete head tester now on to the new problem I have a 750 ti gtx oc that after installing it all I get is a black screen I know it's working as the fans are spinning and yes I have upgraded the psu to a better one and mb is as rock h61m dgs with standard bios I looked into the settings and it has pcie graphics set to enabled so I'm guessing it's the drivers that are not set up properly or maybe out of date bios if anybody has any knowledge to help me fix this I would be very very happy after the pain this pc has been
