Motherboard ticking sound after replacing video card

Hello,
I have a Dell PrecisionTower 5810.
And i wanted to test if another graphic card (Sapphire radeon r7 260x) is working.
So i replaced it and when i tried to power on the computer, nothing happened, there was no any sign of power.
After that i heard a ticking/clicking sound from the mother board (the sound was fast then it became slow (about a click in each 2 seconds)).
I doubt i have a short in the video port.
Can anyone help me please.
 
1| Have you tried reverting to the older GPU and see if the system fires up?
2| Are you sure your PSU is capable of outputting at least 450W of power? The unit I'm looking at shows that it's rated for 685W of output.
3| Assuming that the connectors are all plug in to their appropriate ports and that the card was seated properly, you could try and remove the CMOS battery and replace it after 15 minutes and see if the system accepts the new card.

I've contacted the Dell support and they changed me the Motherboard and all worked fine. i doubt the motherboard took static electricity from the GPU (and this is a long story to tell why).
1| yeah i've done it.
2| my power supply can handle it, and i have acess to other same PSU, so i tried exchange the power supply.
3| i don't remember i've tried this because there even when i plug the PSU to the motherboard without any other component i heard the ticking sound. so i assumed there's a short or something preventing it somehow.
