Question Motherboard Troubleshooting - MSI B450M BAZOOKA (MS-7A38)

I apologize in advance for these sins.
The images you are about to witness are low quality.
The PC you are seeing is a best buy prebuilt that was "repaired" by Geek Squad.
I do not have all the PC Specs but I've ran the gauntlet.

What's wrong?
Debug lights 1, and 2 are on for CPU and RAM failure.
No signal output whatsoever.

Troubleshooting methods used:
Took out the CMOS battery for 5 minutes, placed it back in. - No changes.
Swapped HDMI cables after verifying they work on an XBOX and TV as well as the Monitor in use. - No changes
Tried DVI Port. - No Changes
Removed GPU and tried directly through the CPU/Mobo HDMI and DVI. - No changes
Verified cables are undamaged and the PSU is running the correct voltage. - No Changes.
Swapped the PSU. - No Changes.
Booted with 1, 2, 3 and 4 sticks of RAM. - No changes.
Tried all SATA connections in different SATA ports and cables. - No changes.

Solutions not tested:
CPU Mounting.
CPU Heatsink header placement in different headers.
Unable to Jump CMOS due to lack of a jumper. Though about five seconds from just getting some stray copper and going old school.
Unable to verify current version of bios due to inability to post.

Likely solution:
Motherboard is damaged beyond my ability to repair. Will be buying a new one if the case is that it is damaged beyond repair. Waiting till tomorrow to find out if we have tools (currently incorrect sizes for CPU Heatsink to be removed) in order to find out if the CPU was mounted incorrectly. Somehow I have my doubts to this being the problem, but it is Geek Squad we're talking about. They're idiocy is known all too well.

If you have any info on Geek Squad being dumb enough to incorrectly mount a CPU, let me know. Because we already have their *sses for a PCI slot being damaged, but by the looks of it not much more than the locking tab being broken off. Yet the GPU mounts and registers "fine" unable to actually verify due to inability to post. Any other information would be heavily appreciated. Thank you for your time.

Damaged PCI Slot - Locking tab missing.

I haven't worked with AMD or heatsinks in years.. Watercooling and Intel have been my choice, but a budget from best buy..is a best buy... I digress, this is not the stock heat sink, anyone have information on these messing up?
