Motherboard turn on and off

I have gigabyte motherboard.
I have pluged ram and check motherboard is turn on but its not working.cooling fan turn on few seconds and off..I have turn on my pc again but its same issue..its turn on and off..
Please help me.
I want to know my motherboard what's the problem in my motherboard.is my processor not working perfectly..
Anyone pls tell me..

Please post your complete system specs and give us more info. Is this a new system; Was it working perfectly before;
