Motherboard turns on and off and wont boot

I recently put together my first gaming PC and upon start up all the lights and fans powered up for a second or two then immediately turned off for three or four seconds then repeated the process. I've gone through the check list on the site. I've disconnected and reconnected everything, tried RAM on all different slots, took the CMOS out for 20-25 seconds and replaced it, breadboarded the mother board by itself, paper clip tested the PSU (it passed) and NOTHING. same problem. I've got a MSI z97 gaming 5 motherboard so it has a two digit LED display for debug codes. It simply displays 00 for a split second before it turns off, which doesnt correspond to any code.

So, is my mobo and/or CPU dead? I thought i was being super careful and grounding myself when putting it together.

ok make sure your 8pin and 24pin's are connected to the motherboard. install the ram to 1/3 counting from left. make sure your ram is installed correctly. when you put in the ram, put it in straight and half way in then push in the side where there is no lock then push in the side where there is a lock and make sure that the Lock clicked in place by it's self if you have to push up the lock then you did not do it correctly. Put your hard drive in SATA1_2 witch is the one all the way on the right. put it in the top one. then hook up the DVD/CD into the bottom one. Then Connect the Power supply's cables to the DVD and hard drive.


If the CPU and fan are already in place do not take them out because you will have to reapply the Thermal past.
