What's the difference between a motherboard usb and a case usb?

My guess:
The motherboard usb slots set a max of how many you can have while the usb slots on the case determines how many you can actually use.

Solution
Again I don't really understand. Your motherboards USB ports are a completely separate issue form the case. The case USB ports will plug into your motherboard via a USB 2.0 or 3.0 header cable to the header on the motherboard itself. It will not affect the USB ports on the motherboard IO at all.

Sorry about the confusion. My motherboard supports 6 usb ports; however, my case only has 2 usb headers. Does this mean I won't be able to use the 4 remaining ports with my current case?
