Question Motherboard weird voltages help.

Hello guys i have two computers the one have Ryzen 5 3600 with MSI B450 Tomahawk and the other Ryzen 7 3700X and Gigabyte AX370 Gaming K5 (Before i had Ryzen 5 1600). With the ryzen 3600 i have no problem at full load voltages are around 1.36v and i get the same scores as what i see on the internet. On the other hand i have the Gigabyte AX370 for like a year and a half with Ryzen 5 1600 that i was running 3.8Ghz with stock voltage always being around 1.25-1.3v. But recently the cpu at full load was at 1.1v and when idle or doing something lite maybe 0.3-0.4v (i was experiencing some freezes recently while just browsing with chrome). Now i installed my Ryzen 7 3700X and at normal usage and idle i get 1.45-1.46v but again at full load i get 1.0-1.1v and clocks are around 3.8-3.9Ghz and i get like 200 or more points less in cinebench. Is this normal or my motherboard is broken and cant deliver enough voltage?

CPU: Ryzen 7 3700X
MOBO: Gigabyte AX370 Gaming K5
GPU: Palit RTX 2080 8GB
RAM: G.Skill RipjawsV 16GB DDR4-3200MHz (F4-3200C16D-16GVKB)
PSU: EVGA 650 GQ v2 80+ Gold
CPU Cooler: MSI FROZR L

VRM temps at full load are around 65C and cpu at full load around 60C.
