Motherboard will not power on video included

Computer turning off and on, don't know what's going on. I don't have the motherboard mounted with motherboard standoff's could that be a problem? It's doing variations of this power on power off. I have a EVGA 500W power supply that is working on other computers, and my other two powersupply's are having the same problem here. This use to be one of my old computers that I am giving to my mom's office and I switched it in to this case and now it's doing this. I have unplugged and plugged in the cpu and motherboard power multiple times and have took out the cmos battery and put it back in. I have also took out and put in the ram. The case switches seem to be fine so I have no idea what's going on. Is the motherboard messed up? Or am I just doing something incorrectly by not mounting it on and screwing it directly to the case.

Try mounting with the standoffs in the right holes! It looks like you are shorting out the board.
