Motherboard will not recognize MSI 6570

Hello all,

I am building a new low budget computer for the office and am having some trouble. The specs are as follows

The rest of the specs are standard for the most part: DDR2 memory, AMD Phenom x2 etc and the hard drive from an existing OEM Acer desktop i gutted, formatted, and reinstalled windows on.

When i plug up the monitor to the onboard graphics on the mobo i get a picture and under the device manager the only thing i see is a "Standard VGA adapter". I have tried using AMD's website, MSI's website, and the disk provided to install the drivers but after looking at the install log the only device that CCC detects is the Radeon HD 4200 onboard graphics and not the 6570 i have installed.

I have done some research and changed the BIOS default video output to the PCIe slot but i still get absolutely nothing when i plug the monitor up to the graphics card. And i cannot get the motherboard to recognize it. I really hope this isn't a DOA graphics card. Any suggestions?

And yes i know the power supply is completely awful :/ im just trying to make it as low budget as possible right now and the 6570 cannot need that much power since it only pulls it from the PCIe slot.
