Motherboard won't post every fan and lights turn on except it won't do anything

Hi I bought this motherboard used and I installed everything and when I turned it on it turns every light and fan of the case on but it won't post or do anything, I've tried with different sets of rams and tried it outside the case with just the cpu + cooler, 1 stick of ram, 24 pin connector and the 8 pin one and it still wont do anything. Any ideas?

The parts are:

CPU:i7 8700

Motherboard: Asrock extreme4 z370

PSU: EVGA Supernova g2

GPU: nvidia 980ti

RAM: Corsair 16gb DDDR4

Edith: Also before installing the cpu I took pictures of the socket pins where I though that it looked a bit strange here they are:

I'd say you're spot on!
Your motherboard 100% has multiple broken pins on the CPU socket!

Here's a few different pictures of CPU sockets of z370 boards, the differences are quite clear I'd say:

Hi I used the same psu that I was using with my past build and it worked just fine in there, but Im going to get another one to test it though

I hear ya, but you can't take these things for granted. Just because it worked fine before, doesn't mean it works fine now.
And just because it powers up, it doesn't mean it's in fully working condition (I've dealt with multiple cases of faulty PSUs that acted exactly the same way)
Anyhow, resetting the BIOS (as already suggested) could help too. Refer to page 20 of the mobo's manual:

Disconnect the power cord from the PSU first.

Ok im going to try clearing the cmos also I added some pictures of the socket would you please check them out? it caught my attention when I was installing the cpu so I took some pictures of it
