I have gone through the checklist.

I have tried 2 different motherboards and both are not getting any power. With the first one when I tried to reset the CMOS it at least powered on the fans. But with the second one nothing happens. Unless I touch the CMOS reset pins with a screwdriver there are no LEDs lighting up. Not a standoff issue. No one has been able to help so far. I have 2 different PSUs and neither work but both work with an older mobo and pass the paper clip test. Is it really my PSU? If anyone can help I would greatly appreciate it!

CPU: Intel i5 6500 (with stock heatsink)
Mobo: Gigabyte GA H170 Gaming 3 LGA 1151 socket/MSI H170A Gaming Pro
GPU: Gigabyte GTX 960 4GB OC edition
PSU: EVGA 650W 80+ Certified Gold GQ
RAM: 16GB Corsair Vengeance (2x8GB) DDR4 2133 MHz

I don`t think it`s your PSU to blame.
The Evga 650W 80+ gold should be enough to power the whole system as it stands with the GTX 960 card installed.

I find it strange that two motherboards of different brand names with basically the same motherboard chip set would refuse to boot, or post.

So you should check to see if both can take the speed of the DDR4 rated memory.
But also check that the two memory sticks are placed in the correct two memory slots of the motherboard.

With some boards depending on where you place the memory sticks in what slots, fitting them too the wrong set of memory slots can prevent a board from booting or powering up right.

You should also check what the maximum capacity in GB each board can take with the four memory slots provided.
And what the maximum density of a single ram module can be in each memory slot of the motherboard.

The other thing to check is if both the boards will accept the I5 cpu and work with it for compatibility.

Also double check that you have the 24 pin atx firmly secured to the motherboards connector block.
And that you have connected the eight pin 12 EPS power block from the Psu to the motherboard connector.

Did you you a breadboard of the system before you placed it in the case ?

If not, take it out, fit one 8b memory stick to the motherboard.
Make sure the 24pin power block is connected and the 12v Eps eight pin to the motherboard.

Hook up the monitor signal cable to the video ports of the motherboard first of all using either the DVI port on the motherboard, or the provided HDMI connector.

Power the system on by jumping the two power switch pins on the motherboard.
see if it fully powers up.

If it does.

Then shut it down and add the second memory stick and test again for a full power up and bios post.

If it passes then.

Go into the bios, and change the default graphics device to initialize first, selecting the Pci-e option or Peg mode option.

Save the setting before you exit the bios.

Power the system off.
Then add the GTX 960 graphics card to your Pci-e card slot of the motherboard.
Making sure you also connect any 12v Pci-e power connectors required direct from the Psu to the card it`s self.
And also connecting the video monitor lead to one of the video out put ports of the GTX 960 card.

Power the system up again, and see if you get a system power up and a bios post screen.

If it all works then Place the motherboard back into the system case.

Once everything is connected again power the system up.

If it fails to power up or Post to bios.

It says though you stated it is not a stand off Issue that you have some sort of short circuit between the motherboard and the mounting plate for the motherboard to do with the case.

Unfortunately I can't jump start the MSI boards. Nothing I do seems to work. I can jump start the Gigabyte one but I get no video so I can't setup the bios. I'm really not sure what the problem is. I even bought a brand new PSU+replaced the mobo but nothing worked. I have tried every configuration for the memory and it is the correct type. Any ideas? Is there some way to get video outout on the gigabyte board?

Anyone have a solution? I replaced the MSI board I got, still nothing can't even jump start that one. Got a new power supply and it works perfectly fine. Best thing I have going for me is that I can jump start my gigabyte board but there is no video output. Is my CPU gone or am I just missing something really obvious here? Starting to get really desperate because nothing works at all and there is no way 3 PSU and 3 boards can all be faulty.

i was reading your post zhu11355 i think you should try a different cpu if you have 1 or could borrow 1 that is compatible 4 those mobos. to say the least yes if all 3 psu and 3 boards are faulty i would go to say you have no luck when it comes to pcs sorry lol . take it to a pc shop and get them to test or some1 that has either has spare parts or are willing to help you out as i would be gutted you are throwing money away trying to suss the problem out. i personal recommend asus pro gaming z170. I have had asus for years and they are quite gd i pray 4 you that it is not ur cpu as the cpu you have is the same as mine in a build that i had setup. can you upload pictures of your build also just set the mobo up with the cpu installed and the heatsink in place and connect the psu. so that you u hear if any beeps occur. i no you have said they are flat dead. also try with a external gpu or the internal gpu to kick it into bios mode if you had jump started a mobo. can be quite frustrating my friend i hope you get the problem sorted.

My Build
Mobo Asus pro gaming z170
Cpu Intel i5 6500
Cooler Be Quiet Dark Rock Pro 3
Gpu Geforce Gtx 750 Ti
Ram 8gb Crucial Ballistic Sport Ddr4
Psu Evga Supernova G2 650w
M.2 120gb Storage and over 3.5tb of hdd
In Win Gt1 Tower Case
Rest all in peripherals

I have asked Amazon for a replacement CPU so hopefully that will fix the problem. I have been trying to set it up with just the CPU and heatsink but I can't even get that on the second MSI board I got. The first board i can jump start but since I don't have a system speaker I can't hear the beeps. Whether I try the integrated GPU or the dedicated GPU there is no video output. I do plan on taking it to a shop and see if they can help me. I really, really appreciate your help though.

There is a pic, all I have connected is the PSU, CPU, RAM, and CPU fan.

It looks like you know what you are doing and have tried your own methods. I hope you get sorted the cpu you have is a beast mines worked right out of the box. maybe yours had a slight bump in transit or other reasons. To be without a pc id cry. feeling 4 you buddie and hope you get the problem sorted. keep us informed if any changes or you have the build up and running
