Question Motherboard won't power on when CPU is installed in the socket

I left my PC without a PSU for 3 weeks while I was waiting for an RMA. When my new PSU arrived, it receives power for 0.5 seconds then powers off.

I decided to reseat all of my components then accidentally bent my CPU socket (rookie mistake). I then tried to run it without the CPU, but it powers on without any issues. All the fans are working.

I tried to use my brother's processor that is compatible with my motherboard, but it does the same thing before. It receives power for 0.5 seconds then continues to power off, regardless of bent pins (the CPU still goes all the way in). Do I need to be reassured that this is a motherboard problem? Or should I take extra steps to check if it's still a CPU problem?

BTW, my brother's motherboard does not support my CPU.

Needed Specs:
Intel i7-9700F
Intel i3-8100F (my brother's CPU)
Asus Prime H310M-E r2.0

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

Asus Prime H310M-E r2.0
The first thing I would've said would be to make sure the BIOS is flashed to the latest prior to dropping in the 9th Gen Intel processor, then I read this;
accidentally bent my CPU socket (rookie mistake).
So you will need to make sure the pin is back to it's original position or go buy a new board, no other way around it, if the motherboard has the latest BIOS version on it.

You might want to also include images of the CPU's socket, to corroborate what you're seeing.
