Question Motherboard won't start unless I jump it

Exactly as it says in the title. I've tried powering it on with 1 Ram stick, 0 RAM sticks. No CPU, no video card, it just wont power on, no lights no fans. When I am able to power it on, it'll only start when I jump it with the CPU in, and when it does the CPU light flashes even though it is seated correctly.

CPU: AMD RYZEN 7 3700X 8-Core 3.6 GHz
Videocard: MSI GeForce RTX 2080 DirectX 12 RTX 2080 AERO
RAM: Corsair Vengeance LPX 16GB

Define "when I jump it".

What are you trying to accomplish? Is this a new build you're trying to get running?

Yes, I'm trying get anew build running. Just tested it outside the case and everything turned on.
