Question Motherboard won't start when cpu is inserted

My cpu was running hot so I decided to change the cpu cooler but after installing the new cpu cooler my motherboard won't start anymore. My motherboard starts normally without the cpu but won't start when I try it with the cpu and nothing else, I also tried it with the cpu fan plugged in. I looked at the cpu pins and didn't see any bent or broken pins. I tried resetting the cmos by removing the battery for around 10 mins and also upgrading the bios via usb without the cpu but they didn't work. I found a video of a guy with the same problem as me but I don't see any fried components on my motherboard like he did.

Your MB is not starting "normally" without CPU. it may show some voltages but that's it. BIOS can't proceed with startup process without CPU and RAM. You also need to test with some fan connected to CPU_FAN header because BIOS is going to refuse further CPU startup process without it. You can also try to circumvent normal startup buy connecting green and any black wire in 24 pin connector.
Another thing. without mounted CPU cooler testing may not be valid as CPU may overheat internally within a second before even getting hot externally.

By this do you mean the paperclip test? I tried it and my psu does work.

Yes but while connected to MB. Paper clip test doesn't prove PSU is working properly. Did you check voltages at all of it's outputs, right at the terminal pins ?
