My PC has stopped turning on overnight after I shut it down before going to bed. I have checked the voltages on my PSU and all the numbers check out. My motherboard won't respond to my cases power button or when I try to short it with a screwdriver. However, the green led still lights up when I turn on my PSU.

I have also read that boards have speakers that will beep when going into POST but my board does not have one and I don't have a spare speaker lying around.

My board is the H170-PRO from Asus and I bought it brand new a year ago. Is my mobo faulty and I'll have to buy a replacement?

Which two pins you shorted? That green LED must the standby power LED which means the board is connected to the power source (PSU).

Those buzzers are quite cheap if there's a vendor/shop near you. IF you get one just make sure to observe the orientation of +/- when plugging it in because it's just 4 pins in a row and it's can very easily be plugged in the other way round which causes it to not work.

The pins I have tried to short are the 3rd and 4th pin from the top row which should be the power switch. I've checked both my board and the manual and those 2 should be the correct pins. I live in a pretty remote place so don't have any stores near me. Could it be possible that these are symptoms of another part of my PC being broken? I haven't tested any other parts yet so far other than my PSU.

Yes 3rd and 4th pins from the left top row sound about right.

Do CPU fans or GPU fans (If you have one with fans) spin at all when you press the button or short pins?

What are other system specs apart from mobo?

If you checked the PSU (I'm presuming with a multimeter) and voltages check out it;s probably not the PSU.

Maybe the mobo is horting/touching the case body. Also try re-seating all power cables 24-pin and 8-pin to the motherboard and try to boot with the HDD/SDD disconnected and just a single RAM stick in the A2 slot (the grey one second from the CPU). If not working try the other RAM stick/s one by one (if you have more than one).

I have tested my PSU with a multi meter and everything seemed right. My CPU and GPU do both have fans and so does my case and all of them do not turn on when I short or press the power button. I have taken my motherboard out of my case to test if the GPU and CPU fan will start after shorting my mobo but it did not. I've also unplugged and reseated everything when I tested my PSU and when I pulled the mobo out of the case.

Some other specs are:
CPU: i5 7400
GPU: Asus GTX 1060 6gb video card
PSU: Fractal Design Edison M 450 watt 80+ gold certified
HDD: Toshiba 3T hard drive
SDD: Crucial BX100 2.5inch 250GB
Case: Corsair spec alpha
Motherboard: Asus H170-Pro

I have not tried to boot with the hdd and sdd disconnected and I haven't tried the removing the ram either. Should I do those tests with my board in the case or try to short it outside of my case? If my board is working my CPU fan should start spinning right?

edit: just pulled the mobo out and hooked it up to my PSU with nothing but the cpu, cpu fan and alternatively tried powering on with each of my 2 ram sticks and no hdd/sdd. However my board still doesn't turn on.

Yes if the board and PSU are working the CPU fan should start spinning as soon as the power pins are shorted (by power switch or manually).

All the steps you have taken are more or less what you should do to test the system and try to narrow down possibilities.

Motherboard out of the case rules it shorting to the case out and you have re-seated connections. By everything you mean the CPU too, you took it out and put it back on the board?

It might be the motherboard. You can try the RAM sticks one by one without storage devices connected although I don't think it's the RAM or storage. Do this with just the 24 and 8 pin connected and one RAM stick at a time (no graphics card) even disconnect the PSU from the storage drives.

Also check motherboard for any visual signs of damage, burnt areas or SMDs, swollen capacitors etc.

Yes I have removed and reseated my CPU as I initially thought it was the dust build up I removed and cleaned everything up. I have tried each of the ram sticks (Corsair vengeance lpx 2x8 gb sticks) one by one and without a hdd/sdd and both times my CPU fan did not start spinning. My motherboard also seems to be in perfect condition and none of the parts look damaged or abnormal.

You might have bent a CPU socket pin in the process. How did you "clean everything up"? I hope just cleaned the dust with the help of a blower or something like that.

I hope it's not that because bent pins might damage the CPU depending on which pin/s it is.

Only way to see it socket pins are OK is visual inspection. A high resolution picture will help me and others here to see the socket too.

Apart from the fans spinning or not, not having a buzzer in there makes it harder to see if it's giving error codes.

I pulled out my case fans and gpu to get the dust out by wiping with a dry towel. I also took my cpu cooler off and wiped the dust from the fans and used a can to blow out the dust in the cooling block thing. I did take my cpu out to wipe off the thermal paste and reapply when I reinstalled my cpu cooler. I'll get a close up of my cpu and mobo socket asap and add it into this reply. I'll also ask around to see if some of my friends with PCs have a speaker.

OK fingers crossed, I hope pins are not bent.

If they are and that why the system is not POSTing the buzzer is of no use really.

Unless pins are OK and the board is actually giving some error code which seems kind of doubtful considering nothing happens when you power up.

here are the images that I got of the socket and my cpu, https://imgur.com/a/ompms

It sounds to me like you might just have the video output initializing to the IGD. If you are using a HDMI connection to your monitor, try moving it to the mobo HDMI port (instead of your GPU) and reboot the machine to see if you get output on your monitor.

My monitor uses dvi d (dual link) and I also have a port for that on my mobo. Should I still try it with my cable?
