Motherboard wont turn on

I recently installed a couple of new parts to upgrade my computer, but my motherboard wont turn on when its in the case. However, when it's outside of the case the motherboard works. I went to a best-buy to get it fixed but they told me they didn't fix custom build pc's (I was bummed). One of the guys said the cables looked fine and everything should be working. He said it might be a problem with the standoffs not installed correctly and that the motherboard might be touching the case.

Specs: Asus Z390 Strix
Gigabyte 1080 ti
Intel core I7-9700k
Trident Z 16gb ram
Noctua NH-D15

P.S My board has 9 standoff holes but my case only came with 8 standoffs

OMG I'm so sorry for the late response I totally forgot that I posted this.

So yeah turns out there was a standoff touching the board, so I put it in the right position and now the board leds turn on when I flip the psu power switch on, but thats it. When I try to turn it on by the power switch nothing happens, but the mobo leds stay on because of the psu.

I already replaced the cpu but the results are the same. Could it be the motherboard?
Forgot to mention that I took the pc back to frys and they said the problem is still with the cpu.
