Question Motherboard X99 SLI troubleshoot

Hello all, I have an issue with my system and I wanted some support to make sure that the issue is in the motherboard before I get a new one.
This is what I currently have installed:
  1. Motherboard X99 SLI
  2. SSD
  3. Corsair cooler
  4. BIOS
  5. Geforce 1080ti
  6. Power supply
  7. CPU intel core i7

I have only a monitor plugged into the graphic card - everything else is unplugged.
I have 4 RAM's and i'm just plugging one at the moment - i started by plugging x1 RAM in a random slot on the board - I would get the following error codes on the motherboard:
19-60-55-00

I turned off the PC and change the RAM (same one) to another slot just to check if the issue is consistent with the RAM or not - After i click the power button, the pc turns on for about 2 seconds, then restarts, then it turned on and stayed on - The motherboard showed a steady error code D7 (i read online that its related to some defective components plugged in however there is nothing plugged). I tried to connect my HDMI cable to the graphic card however no display is on.

I believe that the issue is with the board. If my troubleshooting is correct, can you also recommend a newer board which works with these components as the one that i have cannot be bought locally (old).

Specific model of motherboard?

Sticking the DRAM into a random slot is not the way to test anything. You want to test each channel and if the motherboard has 8 slots there will be 2 for each channel. The problem you're having could be either CPU or motherboard. Without specifics on the motherboard though this is all I can say one way or another.

It's MSI x99A SLI (https://www.msi.com/Motherboard/X99A-SLI/Specification) - the RAM slots are divided as 4 one side, and 4 the other side (the slots used were one from each side)

You'd want to try 1/3/5/7 for memory channels. If you're getting different messages depending on which it's hooked up to you should try the corresponding 2/4/6/8 to see if the message is still the same. If it works when switching to the chained slot it's definitely the motherboard.

The manual says D7 is just no input device detected.

19 and 60 aren't errors, 55 is no memory installed (this could be the slot you picked if it wasn't 1/3/5/7, or it could mean that slot is faulty/memory controller on the CPU is shot) and there is no 00 so I'm guessing that's just a generic error code when it's not booting.

I do not know of a good way to test whether it's the motherboard or CPU without having a spare of one or the other.

As for getting a replacement board there aren't any what I would call good solutions here. There were a ton of X99 chipsets made, but major motherboard makers stopped building the boards years ago. Your only choices are buying used or getting a chinese board from a company like machinist (I think that's how they spell it). I went the used route from a place that had a good return policy. If you're thinking the chinese board route I'd suggest checking out some youtube channels as there are a few that go over these boards. Craft Computing has done a few, but I know there are others this just happens to be a channel I already watched.
